You might want to check Vanilla UI Plus on moddb but even that doesnt seem to have samething as in those F4 mod.

Cass have that feature, commenting on locations we are in, even if it's nerfed in one of the patch (but can be restored with Cass Lines mod). But I dont know if any mod provide same feature to Veronica. or by same extent, to all our companions. Willow mod have something slightly similar, as in she singing under her breath every now and then.
